Speech Title: Strategies and policies for COVID pandemic period in order to support agricultural sector

Abstract: Agricultural systems are essential for food security. The COVID-19 pandemic has created a multitude of problems and challenges for all economic sectors of agriculture (agricultural costs, labor, farm management). Agricultural policies and agri-food production systems must adapt to new challenges related to the environment and food security, as well as crisis situations. Crisis management, including pandemics, requires rapid actions and solutions, prompt, specific and stimulating agri-food strategies and policies. Many countries around the world have approved and implemented a series of actions and measures to reduce the impact of the pandemic and ensure the functionality of food chains and food security. In this sense, the agri-food production systems of the European Union (EU) countries have benefited from financial funds through the Common Agricultural Policy and other EU financing mechanisms. The European Union has adopted practical advice on the implementation of 'green lanes' for carriers, in order to generate an EU-wide cooperation process and to ensure that all freight transport, including food, reaches its destination quickly and thus the chains EU-wide supply chain to continue to operate. More innovative solutions, new technologies, fiscal facilities, financial support, transfer of research results into the economy, digital solutions in agriculture should be included in strategies and policies for post-pandemic reconstruction or other crisis situations.


Biography: Cristian Popescu is an Associate Professor Dr. Eng. at the University of Pitesti, Romania, with over 15 years of experience in the following areas: Horticulture, Agri-Environment, Agricultural and Environmental Policies and Legislation. He holds a Bachelor’s degree in Horticulture and Law, a Master’s degree in Management and a Doctoral degree in Agricultural Sciences. He also obtained an Erasmus Student Scholarships for one semester in Belgium, at Ghent University, Faculty of Bioscience Engineering. He was a member and director for Research and Educational Projects financed by the Romanian Ministry of Education and Research and manager of a project financed with European Agricultural Fund for Rural Development under the Common Agricultural Policy of European Union. Member in international research project: European Union’s Horizon 2020 Research and Innovation Programme. Cristian is member of editorial scientific board, Executive Editor, Regional Editor, Associate Editor for international journals. He is member of national and international professional associations and reviewer for prestigious journals. He was Invited Professor and Keynote Speaker for conferences, webinars and participated in international teaching and training mobilities by Erasmus program in countries from Europe, Asia, Africa. He is promoter and responsible for bilateral Erasmus Agreements in agricultural sciences, horticulture and environment with European Partners. Cristian is the author or co-author of 9 books and more than 50 papers published in international scientific journals.
